Our nearly 100-acre project area represents a generational large-scale development opportunity to bring affordable, family-centered housing to Portland’s central city.
In 2025 we celebrated our first development in the district coming online, Albina One. The 94-unit family-centered development is 100% affordable, and includes on-site resident services from POIC. Earlier that year, AVT acquired the Paramount Apartments next door, one of 3 legacy structures from the Golden Age of the district. These 66 units of naturally occurring affordable housing were acquired without displacing current residents. Residents at Paramount also receive on-site resident services from POIC.

The PPS campus occupies 10.5 acres of prime central city land. The site was acquired through eminent domain, replacing dozens of homes in Lower Albina without a trace. In 2021, AVT entered a deal with the PPS School District that offers us the first right of refusal on the property.
Our impending acquisition of the Portland Public Schools headquarters is a precedent-setting opportunity that will create over 1,000 units of housing for over 3,000 working-class Portlanders, create culturally-specific mixed-use commercial space and an education hub for marginalized students, and produce accessible community green spaces.
